CITIZENS FOR DISASTER PREPAREDNESS
Minutes of the Meeting of
October 12, 2006, Lake Inn

1.  A meeting of the Green Valley Lake Citizens for Disaster Preparedness, held on the new meeting day of the second Thursday, Oct. 12, 2006, at the Lake Inn was called to order at 7:08 PM by the new Chairman, Walter Farmer.

2.  MEMBERS  PRESENT:  Walt Farmer, Mike Adams, Sandi Huckaby, John Johnson, Dani and Ben Montoya, Debi and John Loftus, Roger Hulett, Terry Droll, Travis Mathews, Dr. Herb Gross, Pat Huckaby.
    
3.  MINUTES:  The minutes of the last meeting were tabled.

4.  TREASURER’S REPORT:  Treasurer Stephanie Adams was absent.  A motion was made that the current board be authorized to write checks.  M/S/C (Montoya, Johnson)

5.  INTRODUCTORY REMARKS:  Chairman Walter Farmer introduced the new board members (co-chair Mike Adams, Secretary Sandi Huckaby, and Treasurer Stephanie Adams) and said Nicholas Gardiner (the out-going chairman) would continue to be an advisor to the CDP.  A proclamation was made to thank N. Gardiner for his service as chairman.  M/S/C (Farmer, Adams)  Farmer explained that the GVLCDP is a chapter of the Mountain Rim Fire Safe Council and that he attends those meetings which are held in Blue Jay.  He also attended a large regional gathering in San Diego last month, which was very interesting. 

6.  OUTLINE OF RESPONSIBILITIES:  Mike Adams gave a report and passed out a handout to all present outlining the basic responsibilities of CDP members. 

  1. An operations manual is currently being put together that further details how to carry out

      these responsibilities during an emergency. 

  1. The church will be used as a first aid and medical center (but the initial triage will take place

       at the Clubhouse because that’s the most central building in town).  The church has a special
       stove that runs on propane. 

  1. The CDP under the leadership of Bob Becker did an inventory of all GVL residents’

      medical equipment and supplies, picks and shovels, generators, ham radios, etc.  It was
      pointed out that he treated the CDP as a full time job and vocation and that such a complete
      inventory might be beyond our means, at least initially. 

  1. It was suggested that perhaps Bruce Baker would be a good person to check the radios and

      make sure they were in good working order.  We need to make sure we have plenty of
      working batteries for the radios.

  1. Getting contracts with the Red Cross for the GVL Market and Fox Lumber was identified as a top priority.
  2. Another high priority is to meet with Cielo of Cozy Cabin Rentals and Lisa Guffey of Lee’s Mountaintop Cabin Rentals to discuss with them the importance of providing renters with information of what to do in an emergency, how to get help, etc.
  3. Debi Loftus suggested we should make a list of who are the GVL residents that have a medical background and training (nurses, retired firemen, etc.)  Also, at a bare minimum we should make a list of who has insulin, digitalis, asthma inhalers, etc.
  4. We should inform GVL residents of what to have on hand in preparation for an eventual emergency.

7.  FORMATION OF COMMITTEES:
     A.) The following people volunteered to be on an Inventory Committee:  Debi Loftus (Chair),
           John Loftus, Pat Huckaby, Terry Droll, Dani and Ben Montoya, Travis Mathews, Mike  
           Adams, Walt Farmer
     B.) The following people volunteered to be on a Zone Committee: Roger Hulett (Chair), Mike   
           Adams, John Johnson, Sandi Huckaby
     C.) Fund Raising Committee is made up of Bonita Farmer (Chair) and Dani Montoya
     D.) Publicity Committee is chaired by Dani Montoya.  It was discussed how difficult it is to
           get the word out in GVL; a mailing to all residents costs about $400; bring back the bulletin
           board to the Post Office to post CDP info on; continue to spread word about the website;
           print up flyers about the CDP and distribute to all the businesses in town; put a CDP
           donations jar in the market and Fox Lumber; perhaps establish a phone tree.

8.  MEETING TIMES:  It was discussed that the second week of each month is impacted with multiple meetings and was therefore decided to set the meeting times at the first Thursday of the month, 7:00 PM, at the GVL Fire Station.

9.  WEB PAGE:  It was pointed out that info about the CDP is on the “Services” page of the GVL website (www.green-valley-lake.com), plus there is a link there to the GVLCDP website (which apparently Char Johnson is still keeping current even though she chooses to be not involved in the current CDP).  There will also be a link to it on the Mountain Rim Fire Safe Council website.

10.  NEW BOARD MEMBER:  Debi Loftus agreed to join the CDP Board.

11.  The next meeting was set for November 2, 2006, 7:00 PM at the GVL Fire Station.

Meeting was adjourned at 8:54 PM.
